Can HOA reject my choice of trees?


Question:

We are a complex with 52 double garden villas. We have always been allowed to plant pretty much any tree, shrub or flowers that we wanted, at our own expense. (on the common ground) Now the board has required a application for whatever you want to plant. I chose a Japanese Fern Tree, a compact tree , beautiful shape and only grows to 20 feet tall and is only 6 inch diameter at the trunk, no trimming ever need and its not messy. One board member does not like this tree and convinced the others to vote it down. They lied about the reason for the denial. Do I have any recourse , they don't own the common ground!  Florida
