Can I use a security camera to monitor my own home?

Question:

I live in a 68 unit Condo that consists of 17 separate buildings. Question: Since I'm a snow bird, I'd like to hang a small IP camera in my window so that I can keep an eye on the place when I'm not in town. The Board has ruled this as a privacy concern, and it was voted down. Isn't it true that anything viewable to the general public is subject to being photographed or recorded. The camera would give me the ability to remotely log in and check on my property from afar. It would also email me pictures of anyone outside my door. How is this any different than cameras everywhere in society - and I'm placing it in my unit in my own window. Thoughts, please? Thanks.
