Can board approve pet rules without owner discussion?


Question:

In December the board decided that our pet rules needed some revision. A task force was formed to address this issue. In January the task force presented the revisions to the board. In February the revisions were presented to the residents. After listening to comments, the board decided to approve the rules with two slight variances. In March a board member decided he didn't like the changes after all, even though he was the one who motioned to accept them. Now management says the issue is approved with further discussion to follow at the April meeting. Is this acceptable?
