Can we have our annual condo meeting by phone?

I am the president of a six unit condo building with six separate owners, all rental units. Four of the six owners are absentee and live out of town. When trying to set up our annual meeting, not one person will show up. They all want to do the meeting through the phone or email. Is this legal or do I have the right to demand they, or their proxy show up?
