Insufficient fines encourage owners to violate rental restrictions

ccrs-not-enforced.jpgOur CC&Rs are out of date, and do not offer the proper guidance or enforcement regarding issues that have come up lately.

Fines for refusing to follow rental rules, for example, are laughable. Unit owners do as they please because fines are restricted to $500 a year, no matter how many times a unit owner breaks the rules, so unit owners see fines as just another cost of doing business.

The board's hands are tied in trying to deal with them. Has anyone here had experience with rewriting a condo's CC&Rs? Or are we on a wild goose chase? The condo is in California.
