Can’t hook up the stove without shutting off the gas to the entire building!

Recently moved into my dad's condo. We can’t hook up the stove without shutting off the gas to the entire 6-unit building. Nicor Gas says the association has to approve first but they won’t. It’s been 1 month and several emails. Is this even legal?
