"Cars Not Kids" Says Condo Resident

Question:

Our streets our strictly for "cars", allowing no parking as all owners park on their own garages. Lately, we have experienced groups of kids playing on the streets, skating and bicycling on the weekends and after school.

One owner put up a basketball hoop in front of his garage. Now even more kids are there in the evenings during the summer. The hoop is portable, but he does not put it away. Also, the younger kids are now scribbling and writing on the sidewalks and streets while the others are playing.

We live a block away from a school where there is playground and basketball court. I can't seem to get the property manager to do anything. The person that put out the basketball hoop happens to be a board member.
