Did our condo meeting count without a quorum?


Question:

At our annual condo owners meeting, there was not a quorum of unit owners. We are a 20-unit condo association. There were only 9 unit owners present at the meeting. There was no election of board directors necessary at this meeting, nor were there any other issues that required a vote. There were a couple of questions about the budget that were answered by the property management company representative who attended the meeting. My question is, are we required to hold another meeting to try and get a quorum of owners present?
