Does anyone have sample rules regarding condo flooring?

Our condo association is trying to update its policy regarding flooring. The policy today prohibits any type of flooring that is not resilient (carpet, vinyl tile, etc). We want to update the policy to be less restrictive and prescriptive and more results oriented (use what you want but ensure that your flooring won't disrupted the owners below you and next to you). Any suggestions on what has worked and not worked? Sample rules would be appreciated?
