What are the rules for new flooring installation?


Question:

An issue has come up about the installation of solid flooring in levels above the first floor. Our current By-Laws state that only carpeted flooring, not including bathrooms and foyers, will be allowed above the first floor. My question is, how is the IIC numbers complied? Is the sound actually measured electronically? How does the thickness of the floor between the 1st & 2nd floors get calculated into the formula? Are there certified companies that actually inspect the insulation qualities for State stature compliance? Thanks for any help and references.
