Do emotional support dogs trump no pets allowed?

Question:

We have a no visiting pet allowed rule. Now a resident wants his daughter to be allowed to bring her dog here . The board voted no, so the owner had his daughter get the dog qualified as an emotional support animal. Do we have to allow the animal here now? Connecticut
