Do Washington state condo owners have right to attend board meetings?

Question:

I live in Washington state in a condominium association. Recently, I consulted a Washington state attorney whose sole practice is WA condo law. I said that the board which had open meeting is now excluding condo owners. He said that in Washington state that residents had a right to attend condo board meetings. They might not have a right to ask questions but they have the right to attend the meetings. Is he right?
