Do we run HOA election process through US Mail?

Question:

I am a Director here in Florida.  Does Florida condo law allow for owners to e-mail forms for proxy, substitutions, board candidacy, etc..., by email to the property manager, or must they be snail-mailed ONLY through the USPS?  Also, does the mailbox posting rule apply to e-mail?
