Entire HOA board quits. Any recourse for other owners?

Question:

Our HOA Board just up and quit leaving us in limbo. Now they are, with a few other select members are saying that they have advice from an attorney that the checking account be frozen. In this event the lady that did not quit (the treasurer) is being advised not to pay bills This is a group of 8 out of 76 lot owners doing this. What is our recourse?  Georgia.
