Floods in recent years in the basement of the condominium

This question is submitted by Jane C. out of Michigan

 

I live in an attached condo. There has been way more flooding in recent years than when I purchased this condo over 10 years ago. My basement floor has been cracking. 


The person next to my condo uses (illegally) a basement floor stopper! The city doesn’t allow sump pumps! Who do I contact? Property management? HOA? City hall? Sue the next-door neighbor? Your opinion, please!
