HOA does not upkeep their property

Question:

I moved into a community where the HOA has not maintained the structures or grounds. When I submit complaints documenting issues concerns and violations they are not addressed properly but ignored.. It has been nightmare. I blame my real estate agent for not warning me of the situation. What can I do? The place is so run down !!!!!
