When the HOA Manager Leaves: Who Steps In and What Are the Rules?

This question was submitted by Loretta of Pennsylvania.

 

When the community manager leaves, and no replacement can be found in a timely fashion, someone has to "watch the HOA". Can the board president take over, as stipulated in our bylaws, but without monetary remuneration (which is not mentioned in our bylaws)? Shouldn't he also temporarily step away from the board president role and turn it over to the vice president? (Also not in our bylaws.)
