HOA or owner: who pays repair bill?

Question:

I replaced a my air conditioner, which is located outside three years ago. The man who repaired it said it broke due to rust buildup from the sprinklers always hitting the unit. I paid $460 for the repair and told to HOA to position the sprinklers differently so it does not hit my air conditioner. Here we are three years later and my air conditioner broke again. The same man who helped me three years ago once again said it's from the sprinklers. I have to pay $380. Am I responsible for the costs incurred or the HOA? They did not properly redirect the sprinklers.
