How do associations handle road maintenance?

Question:

Curious for suggestions and experience with road maintenance - i.e. what type of maintenance do you have done (or should have done) to extend road life? Our HOA seals/repairs driveways on a regular basis but no road maintenance is done regularly. Reserves are set aside as part of monthly HOA for when/if major repair is needed, but I wonder if we should be doing something preventative? Thoughts? (btw - we are in Massachusetts) Thank you.
