Is HOA responsible for holes in roof of rat-infested attic?


Question:

I live in 3 story townhome where HOA covers all exterior repairs, and maintenance including roofing repairs. Recently, the electrician working in my town home went to attic to discover that my attic has been infested with rats. After examining attic, the rodent exterminator contractor mentioned that rodents are entering through roof. The treatment includes sealing of the holes/gaps, removing existing insulation, disinfecting attic, and installing new insulation which cost huge amount of money close to $4k-$5k. My question is who is responsible to for this damage ? Can HOA be held responsible for failure to make necessary maintenance to avoid this situation in the first place ? Any help and guidance would be greatly appreciated.
