How to get unit owners to attend board meetings

Question:

Any suggestions on how to get unit owners to attend open Board Meetings? We are a 64 unit complex and on average the same 4 people besides the 4 Board of Trustees (we should be 5, but cant get anyone to help out) come to the meetings. I'm tempted to send out a letter saying we are proposing a $5,000 special assessment (even though we are not) just to get people to a meeting. Help!!
