How to handle odor from condo common areas from dog urine?

Question:

People with two dogs have moved into top condo unit (3rd floor), and stairwell has been stinking of dog urine ever since. I'm the HOA manager and in a lower unit, where the smell is strong. How should I handle this with the dog owners?  California
