How to have a non-owner represent me at a meeting?

Question:

It's my understanding that non-owners can represent the owner at condo association meetings via proxy. 

In order to attend an owners meeting or be invited to a board meeting, should a non-owner have a different proxy in hand for the specific purpose each meeting?

Can the board issue an annual proxy (signed by owner) for the non-owner to attend all meetings?
