Is HOA responsible for electrical box in condo unit?

Question:

I have a titan water heater in my condo. I can't use the hot water in my washer machine. When I try the main break is off, in all my apartment I have no light, I replace a new electrical box inside my apartment, my question is it is my responsibility or the association condominium? Florida
