Low water pressure leads to questions about HOA usage policy


Question:

In the five years that we have owned our rental condominium, every summer, we experience a problem with water pressure, due to extra water being used for outside irrigating. Every year, it is impossible to get anyone with the water board to return my call when the problem arises, so recently, I drove 2 1/2 hours, each way, to attend a water board meeting. I attended a meeting last year, which turned out to be a waste of time. Recently, I was told, that, many residents in the area, water their grass, two times a day every day. I presented the board with that information, and asked if they could please establish some water restrictions, as nearly every day, as far as I could tell, it was impossible to even flush the toilet, or take a shower for a few hours, on the premises of our property due to low water pressure. The board indicated they did not want to restrict water usage. In the end, they did agree to turn on an auxiliary pump, which so far, seems to have remedied the problem, so my fingers are crossed, as the system is in need of upgrades. I am still dumbfounded, that the board would not agree to establish some type of restriction if needed, when this is such an important issue. Just looking for the thoughts of others, as I am guessing that this five year long issue, will present itself again. When my neighbor and I were walking out after the meeting, another area resident stopped us, and expressed concern, that we are not in good hands with the water board. Thank You!  Montana
