Meetings: when should HOA elections be held?


Question:

At what point in the meeting should elections be held? (CC&Rs don't say). Should it be at the beginning of the meeting before candidates have a chance to speak or any business is discussed? Or later on during new business?

Under Roberts Rules, it looks like it would fall before old business; therefore candidates could not talk before the vote.

There is no other opportunity to have discussions with candidates prior to the vote.
