More hoarding, more problems

Question:

My upstairs neighbor and condo owner has been hoarding and 2x she has leaks which have affected my condo. I spoke with her and the management company. The management company was not willing to do much. I spoke with my neighbor and firmly told her I would take action. After that she has started to clean up her garage and condo. My question is about the future, what action can the Board and the management company take to ensure she is keeping up with the condo.
