No Heat or Hot Water for 6 days... what can I do to force my HOA to take action?

My neighbor and I are facing the same problem, where we have not had hot water or heat for 6 days. We told the association 4 days ago. It is an electric issue between the transformer and our homes. We are not running full power. I have also lost all the food in my upright freezer do to the lack of voltage. I can’t run space heaters without blowing fuses and flipping the breaker. What is my recourse to get them to actually do the repairs? Is it illegal for us to be out this long?
