Owner, HOA board and property manager don't agree


Question:

Our Association's Declaration stipulates that: " Board of Directors can NOT change - transfer or alter property without an approval vote of owners".

Our board purchased a unit from the bank WITHOUT THE KNOWLEDGE OR APPROVAL OF OWNERS. The board rented out the purchased unit to a renter with a dog - that is CONTRARY TO THE DECLARATION RULES of our Association documents. It should be noted that this renter's dig us NOT a service/therapy/emotional trained dog.

I would also like your response to the fact that we have a new Property Manager who responded to my email that was sent to the OWNER of the association's management company advising the elevator was not in service and the new property manager introduced himself and informed he was the new manager. In his email to me he stated: "he had come to our one building FOUR DAYS out of the five days of last week"

I responded by asking him: " for what reason or reasons did you have to come to our building FOUR DAYS of last week?".
His response to me was: "I go whenever the Board of Directors tell me to go - do not contact me again."
