Preventing charcoal grills from starting fires

Question:

We had a fire on our roof-deck from a charcoal grill that was brought up illegally and left there with strong winds.  The whole deck is wood.  Fortunately the fire dept was able to put the fire our before it spread to the rest of the building.  We have a lot of renters in the condo building and no one is coming forward to take responsibility.  How do we prevent this from happening again?
