Property managers have their own set of condo rules and regulations

Question:

Our property management office is changing times allowed for children at the swimming pool. Are they allowed to do this? Also sometimes they put up signs eg: bikes have to come in through the back doors or you will get a fine when its not stated in the condo rules. They also send fines to people for their made-up rules that are not in our rules and regulations guideline. I live in Toronto, Ontario Canada
