Responsibility for water and sewer lines of connected townhomes

I live in a townhome with another townhome connected by a shared wall. Our property lines are 5 ft from the exterior walls. We each have a water/sewer line from the street that crosses over common property. Who is responsible for broken water line or stopped up sewer line?
