Should association pick up exterminator costs?

A few of our units back up to an open space/walking trail. The city is doing some construction in the open space.  Its storing up the mice/rats, in one of the buildings someone put out rat poisoning now one person reported one dead.   My neighbor had a dead rat every morning for 5 day days, we cleaned them up. The person that put out the rat poison  wants the association to pay an exterminator to come out to pick up 2 dead rats . Should the association pay for something like this?  Colorado
