Standing water in the common area basement following every rainstorm

This question regards standing water in the common area basement following every rainstorm, and how it impacts my health as a disabled person. I have lived in this 12-unit building for 30 years. I have become disabled which makes me 50x more susceptible than a healthy individual to respiratory infections/pneumonias from pathogens, irritants, etc.

I have been asking different sets of Trustees for the past 8 years to address the problem. I even submitted this info and a quote to the Condo Association. Any practical thoughts, or even references to good legal aid in the greater Boston, MA area would be very welcome.
