Does condo association president make executive decisions?

There is a history of our HOA management company acting on orders from the president. They claim that it is an "executive decision" however the bylaws don't give any board member the right to make an "executive decision." Is this normal protocol with management companies? Our rep with the management company believes there was nothing wrong.
