California condo owner suffers car damage from security gate

While in my California Condo Association, my car suffered damage from the condo security gate. I had reported this to the Board, but was told that the Condo Association is not liable, claiming the gate is in working order.  The fact is, the gate close on my car and caused $1,000 in damage.

I’m not sure what my next step should be. I could file a claim in small claims court, but I’m not sure whose names to put on the complaint. I do have the name of the liability insurer, but don’t have the policy number.

Can I make a claim directly to the insurer? I would like to settle this with the Condo Association Boar without going to court, but they don’t want to cooperate. Any advice would be greatly appreciated!
