Can HOA cut off water supply because of delinquent assessments?

Question:

Can the HOA cut off water if the owner does not pay assesment? Our association, is strugling with paying bills- the building of 12 HOA units doesnt have separate water bills, its in Illinois. Please help! Thank you!
