Will condo association insurance cover unit water damage?

Question:

The condo unit has a external crack under a window sill which is letting rain water intrusion between the exterior wall and interior drywall. The unit owner had replaced the original tile floors with wood floors which are now damaged. The owner wants the association to replace her wood floors. Our insurance carrier indicates that the unit should be repaired to the original condition. The unit owner does not have personal insurance for the unit. The owner insists that the condo association must replace her wood floors.
