Does state law require associations to use property managers?

Question:

I have been told that in the state of South Carolina the law requires that HOA's and POA's have a management company. I cannot find this requirement in any of the state laws. In our by-laws it states a management company is required. We are very small (only 24 doors) and are very dissatisfied with the management. They will not turn over financial records and won't return our calls. In fact this management company acts as if they employ us--not the other way around. We would like to try to be self-managed. We would like your feedback.
