Does condo association need a business license from the state?

Question:

I'm the president of a small, (5 units) newly formed HOA and wondering if we need to get a WA state business license? All of our income is from owners dues, and is used to pay only utilities and maintenance, no compensation to the HOA officers. Our attorney has advised us that we need a license, but I can't find any reference to it on any of the state web sites. Thanks
