The association will not answer to insurance company

I have water damage in my condo due to the above condo not hiring a professional or getting permits to install a water heater causing it to leak into my condo. The association will not answer my insurance company's request for insurance info on the owner and will not even give the owner's name to me or my insurance company. Saying it's a matter of privacy. 

This owner also lives in another state and rents out his condo. The association is stating it's a matter of privacy. Can they do this? I found out some info by going to the county tax assessor.
