The HOA regularly pays an out-of-state contractor for work

In reviewing the monthly HOA financials, I notice that the HOA regularly pays an out-of-state contractor for work here in the state of Florida. This contractor has no office, license, or phone number in Florida, but appears to be acting as an "intermediary" for the parties doing the work in Florida. The work being done requires licensure in Florida (and maybe the County as well). Inappropriate billing practice? Maybe suggesting something greater is wrong (wouldn't be a first)?
