What to do about neighborhood noise?

Question:

We are a city condo in Boston and it gets loud at night on the street.  People hanging out, neighbors partying on abutting building roof decks to all hours of the night.  What is the association's responsibility in reaching out on behalf of owners or is it all on us individually?
