When is our new association transitioned from developer?

Question:

We are In Florida, in an HOA under statute 720 that is still under construction and about 55% completed. If the developer transfers and deeds to all common areas over to the HOA does that constitute that the turn over has started. Also, who picks the transition team for the turn over.
