Who is responsible for water damage in Colorado condo unit?

Question:

We had a ceiling fire sprinkler leak. The fire protection company cut a hole in the ceiling to repair the leak (replaced a piece of pipe.} The HOA says that the individual homeowner is responsible for the ceiling repair.Is that correct in Colorado?
