Who is responsible to make arrangements for repairs?

Who is responsible to make arrangements for repairs? I live in an upper condo. One of my pipes leaked and caused damage to the unit below me. My insurance is paying for the repairs. But, they insist it is my responsibility to seek out the repairman and contract with him to do the repair. Rather than the downstairs owner making the arrangement on their own. It just doesn't seem to make sense as I don't have access to their unit and they should be choosing someone they are comfortable with in their home at a time that is convenient to them.
Who should actually make the arrangements for the repair? Me or the down stairs owner?
