Who pays for replacing a structural beam in condo building?


Question:

My house is falling and the house needs to be jacked up and the beam bolstered about 2 1/2 inches. I have a guy that will do it but one the Presidents of my condo association says the condo is responsible. In the past, we were always told that the condo is responsible for structural issues. This may hold up my renovations. Who is responsible for structural issues in a condo, such as a beam?  Staten Island, New York
