Can CA condo charge tenants for water and electric?


Question:

water-money-condo-billsThis is with regards to a 4 unit condo complex in CA. One unit was foreclosed and sold at auction.

The prior owner owed almost two years in HOA back dues. His tenants are still there (he had advised them their lease would not be renewed).

I am fairly sure they now know he is not the owner of record, and I know they were given 3 months to move out.

Our HOA finances are dire - can we impose anything on those tenants to make them contribute to water bill and common area electricity until they move? I am tired of subsidizing them and three more months of that may make me crazy!
