Are handicap parking spaces required?

Question:

We are doing a closing for a condominium. The realtor says that the association told her since it is private property, they are not required to have designated handicap parking spaces. Is this true? I say another article from a property management and consulting firm in Miami that says in Florida, handicap parking spaces are required in associations.
