Can HOA have open meeting to review finances?

Question:

I am the head of the finance committee for my association in Florida. Can the finance committee invite owners for a meeting to review the budget worksheet? This way owners can ask questions and challenge any information they see. It would not be a Board meeting - but rather an open meeting for owners and finance committee. No minutes taken. Is this permissible? Board members could participate as owners only,.
